The U-bolt which holds the top of the
antenna had come loose (at arrow).


The antenna was laying down, in conatct
with the safety railing (at arrow).
It was undamaged.


The antenna after it was lifted back
into position and the U-bolt re-attached.



The switch on the radio labeled "PL"
was moved to the OFF position.  When
it was in the ON position the repeater
could not be keyed.  In the OFF position
the repeater requires a 103.5 tone.

 The TX power of the repeater was
measured at 7 Watts into the cavities,
and the SWR is flat.
